Home and Community-Based Services (HCBS) providers and employees must know and apply HCBS rights and protections for individuals receiving care, as defined in Oregon Administrative Rules. All owners, operators, and employees of Oregon Assisted Living, Residential Care, Memory Care Communities, and APD-licensed Adult Foster Homes must complete HCBS training by March 31, 2024.

HCBS training was developed and approved by the Oregon Department of Human Services, Aging and People with Disabilities, Office of Safety, Oversight, and Quality, in collaboration with Oregon Care Partners. The HCBS training certificate is valid for 12 months from the date of completion and is portable between care settings.

Oregon Care Partners administers the APD HCBS/IBL online training at no cost. Please read the class description and support documents provided on the registration page for additional information about the course.
